About the Role
We're searching for a skilled Contract Specialist III to support Contracting Officers in providing comprehensive contracting services for the Office of the Senior Procurement Executive and Office of Job Corp Acquisition Services, A&E/Construction Division. This is an onsite position in our Alexandria, VA office.
Responsibilities 💼
- Manage contracts from start to finish, addressing compliance, change orders, disputes, cure notices, liquidated damages, and potential cancellations.
- Assist the Contracting Officer in strategic requirements review, acquisition strategy development, and solicitation development.
- Review requirements documents for adequacy and make recommendations to the Contracting Officer.
- Participate in pre-award and post-award meetings, progress reviews, acquisition planning, and other meetings as needed (at no extra cost to the Government).
- Assist in preparing solicitations, acquisition plans, and source selection plans, ensuring accuracy, timeliness, and adherence to regulations.
- Review outgoing correspondence for proper formatting and letterhead usage, completing reviews within 24 hours.
- Support customers in developing requirements documents (e.g., SOWs, technical evaluation factors, acquisition plans).
- Complete contract awards within established Procurement Administrative Lead-times (PALT).
- Maintain contract files according to acquisition regulations and DOL policies.
- Prepare modifications for contracts, purchase orders, and agreements as needed.
- Assist in responding to Freedom of Information Act requests and protested actions.
- Respond to emails and calls from program office staff and DOL officials within 24 hours (immediately if urgent).
- Respond to Contracting Officer communications within two hours.
Requirements 🎯
- Must have: Bachelor's degree and 24 semester hours in business-related coursework from an accredited college or university.
- Must have: Eight years of relevant experience in federal contracting.
- Must have: High-level government contracting knowledge and skills.
- Must have: Experience with government contract writing systems (PRISM).
- Must have: Ability to research and analyze contract and financial data independently.
- Must have: Excellent written and verbal communication skills.
- Must have: Proficiency in Microsoft Word, Excel, SharePoint, and PRISM.
- Must have: Extensive knowledge of the Federal Acquisition Regulations (FAR), particularly FAR Part 36 (Construction and Architect-Engineer Contracts).
- Must be: A US Citizen.
- Desired: Federal Acquisition Certification in Contracting (FAC-C) Level III or Defense Acquisition Workforce Improvement Act (DAWIA) certification.
