ICF is seeking an Environmental Review Compliance Specialist to manage federal grants for disaster recovery and implement initiatives to lessen disaster risks and minimize future losses for communities. This role is remote, based in Florida. You have the option to work at our ICF Tallahassee office if you prefer full-time onsite work or a hybrid schedule (part-time remote, part-time in the office).

🎯 What You'll Do

  • Assist with program compliance with U.S. Department of Housing and Urban Development (HUD) and local environmental rules. You'll offer your HUD regulations expertise, particularly 24 CFR Part 58.
  • Conduct fieldwork and prepare site-specific environmental documents.
  • Carry out site inspections when needed.
  • Serve as an environmental Subject Matter Expert (SME) for HUD-funded programs, covering housing programs, buyouts/acquisitions, and infrastructure repair.
  • Review environmental documentation provided by contractors for compliance and accuracy.

πŸ’Ό What We're Looking For (Minimum Qualifications)

  • Bachelor's DegreeΒ in Natural or Physical Science, Environmental Management, or a related field.
  • 2+ Years of ExperienceΒ in providing environmental reviews under federal and state regulations (e.g., NEPA, Clean Water Act, RCRA, ESA).

βž• Preferred Qualifications

  • Experience supporting environmental review for HUD CDBG-DR programs, like creating or reviewing area-wide (Tier 1) environmental review records and site-specific (Tier 2) environmental reviews. Experience with preparing or reviewing EAs and CESTs, along with guidance, policies, or process diagrams for environmental review support is a plus.
  • Ability to perform fieldwork and site visits for environmental reviews, with experience in environmental topics covered in HUD regulations at 24 CFR Part 58.
  • Strong organizational skills and attention to detail, including the ability to prioritize and manage multiple tasks under deadlines.
  • Solid critical thinking abilities and a proven track record of success with new and complex tasks.
  • Excellent written and verbal communication skills.

Pay Range

The pay range for this position, based on full-time employment, isΒ $43,899.00 - $90,301.00. Several factors influence final pay, including relevant work experience, skills, certifications, competencies, location, education, and specific contract labor category provisions related to the role.
